Apply for a Business Permit in Business One-Stop Shop


A Business Permit or a Mayor's Permit to do business is a document issued by the Business Permits and Licensing Department that allows business owners or companies to operate an enterprise within the area of Quezon City.

Know the documents you need and the processes you must follow to secure a Business Permit in the Quezon City Business One Stop Shop.


  1. Filled-up Application Form (3 copies)
  2. Proof of business registration (DTI business name registration, if sole proprietorship; SEC incorporation documents, if corporation or partnership; CDA registration, if cooperative)
  3. Right of the applicant over the business location
    1. Contract of Lease (if business location is leased
    2. or Transfer of Certificate of Title (if business location is owned by business applicant)
    3. or Other arrangements: Memorandum of Agreement, Formal consent of lot owner for applicant to use the property as the business location
  4. Location plan or sketch of location, showing street names; photos of frontage and interior of business premises
  5. Additional document requirements:  if the business location is inside a subdivision or in a predominantly residential area – signed certificate of “no objection” from the Homeowners’ Association or Neighbors’ consent; B.) if the applicant is not the business owner:  Authority to sign or Special Power of Attorney, with photocopy of government-issued ID of owner and applicant / Corporate Secretary’s affidavit, if the applicant is a corporation


  1. Submit your application form together with complete set of requirements to the Business One-Stop-Shop concierge at Ground Floor, Civic Center Building A

Applications are checked for completeness and goes through a simultaneous evaluation by the Business Permits and Licensing Department (BPLD), the Zoning Office (for Locational Clearance), and the Bureau of Fire Protection.

  1. If your application is approved, get your Tax Bill, pay at the Cashier and receive your Official Receipt, Business Permit and Business Plate

Your Tax Bill will already include the following, as part of your one-time assessment and payment:

  1. Business permit fees and charges
  2. All relevant local taxes and fees
  3. Fire Code fees, including those for the BFP
  4. Community Tax for business (not paid separately)

After registration: The Bureau of Fire Protection (BFP) will schedule your business for inspection, for purposes of the Fire Safety Inspection Certificate (FSIC).

For disapproved applications:

Your documents will be returned to you by the concierge together with the disapproval notice/evaluation.

Applicants can write appeals and requests for reconsideration for disapproved locational clearance applications. It must be addressed to the Zoning Official:
