An emerging metro center is the Quezon City Central Business District located in the city’s North and East Triangles and the Veterans Memorial area. This is a 252-hectare masterplanned development which a World Bank study has confirmed to be “the center of gravity of all commercial activities in the coming years.”
Designed to be a vibrant and environment-friendly CBD that actively contributes to national and metropolitan development and, at the same time, serves as a model urban environment, the CBD will position itself as the priority location within Quezon City for businesses in the city’s main clusters, health and wellness and information technology, with strong support facilities (financial services, institutional and educational activities, commercial and retail, culture and entertainment, hotel and residential facilities).
The CBD will have the prerequisites of a world-class city center: walkable, vibrant night and day, quiet neighborhoods with easy access to retail and urban services, building designs that preserve human scale, public areas that have good aesthetic design, lively commercial centers and transport-oriented developments.
It will have mixed-use development, oriented towards transit facilities. This minimizes travel to work, avoids congestion experienced in other CBDs, creates greater opportunities for social contact, urban vitality and safer places, achieves better energy efficiency and efficient use of spaces and buildings, as well as increases efficiency of urban facilities.
The CBD is planned to have unique, modern and iconic urban architectural design, with underlying Filipino themes. Existing vantage points to two large, landmark parks, the Quezon Memorial Circle and the Ninoy Aquino Parks and Wildlife, will be preserved. New ones will be established.
Approximately 64% of the total land area will be allocated to mixed-use residential, commercial, institutional and transit-oriented development; 22% will be allocated to roads, and 14% to parks and open spaces.
The CBD has one of the most ideal locations, in terms of metropolitan access, with direct connections to three mass transit stations, and with a frontage on the main thoroughfare in Metro Manila that is longer than in any of the existing major Central Business Districts. The full development of MRT-7 will add another rail link from the north to this CBD.
A well-planned transit loop called Park Lane shall run within the CBD, with park-lined boulevards, to promote accessibility of even inner-most properties, promoting greater social contact, while contributing to increasing land values throughout the CBD.
Developments rising and in place
The biggest development at the CBD is Vertis North, a 29-hectare new integrated urban development at the North Triangle, to be completed within a 10-year time frame. The project was launched in 2013. Its concept is a community built on environmentally sustainable design elements featuring a broad range of
offices, retail, hotel, and residential development with functionality, convenience, accessibility and urban sustainability within a 10-year timeframe. Phase 1 is already a Php 12 billion investment by Ayala Land.
High Park offers a combination of natural and urban environments in a vertical living experience, enriching life at the core of a dynamic city. Built on the concept of vertical park living, High Park is expected to bring the verdant garden landscapes typical of QC’s bedroom community to high-rise living spaces.

Eton Centris is a 12-hectare development located at the gateway of the QC-CBD, with 600 meters of its frontage conveniently along EDSA. Information technology companies operate from its Cyperpods. These cyberparks are planned to consist of seven buildings, which provide convenient plug-and-play locations to business process outsourcing companies, software developers, logistics hubs and other technology companies.
The first four buildings have been leased out , with the fifth scheduled for construction. The fifth BPO building in Centris is seen to add 39,992.28 square meters of new leasable office space to the market. The first four buildings had a total leasable space of 89,261.34 sqm. Locators include Genpact, Wipro, Hewlett Packard, Expert Global Solutions, Convergys, Mondelez and Unisys Philippines.
Centris Walk is the lifestyle strip with dining options and recreational and amusement facilities. It is being expanded to accommodate more retail and dining space. Elements at Centris is a 1,000 sqm. events venue suitable for weddings, birthday and other family and corporate events. Centris Station is a two-level, transitoriented commercial complex with a supermarket, directly linked to the mass rail transit station.
Among the latest new property owners in the QC-CBD is SM Development Corporation with its purchase from the National Housing Authority of a 2.28 hectare property along EDSA\ near East Avenue, and Bright Homes Inc. which also purchased a similarly situated 6,375.36 sqm property from NHA.
Ordinance No. SP-2219, series of 2013, provides for the Economic Development Incentives Code of Quezon City. Its enactment follows the series of laws and policies clearly establishing the framework of development of the city.
