QC One Stop Shops applauded by DTI, DILG and NCC officials

qc-ossQuezon City Mayor Herbert M. Bautista hosted the tour of the country’s competitiveness officials around the City Government’s latest one stop shops.

These are designed to address two areas by which businessmen can start their enterprises quickly in the city: registering their business and constructing their business location. These respond to the call of President Rodrigo Duterte to streamline processes and reduce red tape in dealings with government.
Present during the event held last March 9 where Trade and Industry Secretary Ramon Lopez, Interior and Local Government Undersecretary Austere Panadero, National Competitiveness Council co-chair Guillermo Luz, and Quezon City Fire Marshall Manuel Manuel. Also present were other DTI’s competitiveness bureau Asst. Sec. Mary Jean Pacheco, DILG Directors Ana Liza Bonagua and Juan Jovian Ingeniero, and other officials.
Country’s competitiveness officials applauded the city government’s effort in streamlining business registration and application for construction permits in the city. This were made possible through the issuance of Executive Order Nos. 11 and 11A issued by Quezon City Mayor Herbert M. Bautista in 2017, as well as the expansion of the memorandum of agreement between the Quezon City Government and the Bureau of Fire Protection Quezon City.
Quezon City’s Business One Stop Shop is complete with a concierge who assists all new business applicants, from start to finish. It reduces the steps in business permit application to two steps: file, then pay and get the permit. The One Stop Shop houses the evaluators of the Business Permits and Licensing Office, the Zoning Administrator for the locational clearance, and the Bureau of Fire Protection for fire safety inspection. Application for barangay clearance has also become a post-registration requirement.
After a soft launch on February 12, 2018, Quezon City’s One Stop Shop for Construction Permits is now fully operational. It is an express processing center for simple structures. This means structures with a floor area of not more than 1,500 sqm. It covers those who want to build a new home (up to 3-storeys high), or do interior renovations. It also covers those constructing simple warehouses for non-combustible materials and commercial buildings up to 2-storeys high.
This center offers a single, integrated application process for locational clearance, fire safety evaluation, building permit or occupancy permit. The evaluators for the Zoning Administrator, the Bureau of Fire Protection, and the Local Building Official are all in this location. Meralco has a service kiosk in this one stop shop which also services applications for electric meter connections.
Applications that have complete documentation and are for structures that are evaluated as compliant with the National Building Code, the Fire Code and the Zoning Code of Quezon City just go through a 4-step application process: file, get order of payment, pay in the same center, and at the end of the process: claim the locational clearance, fire safety evaluation clearance, official receipts and approved building plans.
